The Research On Development Strategy Of Changchun Technological Small And Medium-sized Enterprises

Technology-oriented SMEs is a corporate entity which is composed ofmany essential factors like knowledge、techniques and talents. It regardstechnology and innovation as the core. Its main businesses lie in the researchand development of new technology and products、production transformationand sales management. The experience of all countries’ economicdevelopment indicates that a country’s economic growth can not merelydepend on a small number of large enterprises. It also exceedingly needs ahuge number of small and medium-sized enterprises with flexible systems andactive innovation, especially the technology-oriented ones.Technology-oriented SMEs is the source of technological innovation and directcarrier of technological achievements transformation. It increasingly plays animportant role in promoting the prosperity of the market、creating employmentopportunities and adjusting industrial structure. Now, our country is faced withthe new situation and task with the emphasis on accelerating the transformationof the mode of economic development and promoting the adjustment ofeconomic structure. As for Changchun, how to promote the development ofemerging industries, upgrade traditional industries, optimize industrial structure,and promote the development of regional economy through developing andexpanding technology-oriented SMEs becomes an urgent problem to solve.Therefore, based on desk research and practical research aboutdevelopmental problems faced by technology-oriented SMEs in Changchun, the paper tries to empirically analyzes the following aspects involved in thoseenterprises’ development with the guidance of enterprise management theory:firstly, definitions of the connotation and characteristics of technology-orientedSMEs; secondly, some representative foreign countries and regions and theexperience in the development of domestic technology-oriented SMEs; thirdly,current situation、development environment and existing problems faced bytechnology-oriented SMEs in Changchun and the development situation ofsome strategic emerging industries and key technology-oriented SMEs likephotoelectric information、biological medicine、new materials、new energy andadvanced equipment manufacturing; fourthly, basic principles、 policysuggestions and safeguard measures promoting the development oftechnology-oriented SMEs in Changchun.Research shows that the market economy system has been graduallyimproved and the private economy has continuously developed andstrengthened since the reform and opening up. In this context, scales oftechnology-oriented SMEs in Changchun are also constantly expanded. Theseenterprises have achieved great development in scientific research strengthand become important microscopic subjects promoting technological innovationand economic development of Changchun. However, compared with thedeveloped areas at home and abroad, the technology-oriented SMEs inChangchun still have much room for improvement in terms of quantity andquality. For instance, policies and regulations and social service system forpromoting technology-oriented SMEs need to be further improved. The totalamount of financial input in science and technology needs to be furtherstrengthened. Industrial structure is not perfect enough. The degree ofindustrial clusters for technology-oriented SMEs is not that high. Financing channels are very narrow. Technology-oriented talents are inadequate.Consciousness of strategic planning is not strong. Organizational structuredesign is not reasonable. The investment in technological innovation is notsufficient. Financial management system is not perfect.The paper contends that some problems need to be solved in order topromote the development of technology-oriented SMEs in Changchun. Theseproblems are concerned with the imperfect structure of technology-orientedSMEs、low degree of industrial clusters、inadequate investment in enterprisescientific research funds、lack of development funds、enterprise’s week ability toexpand markets and innovate and unfair competition. In the light of theseproblems, firstly, Changchun should support traditional small and medium-sizedenterprises’ transforming traditional industries by using high technology.Simultaneously, around some fields like photoelectric information、biologicalmedicine、new materials、new energy and advanced equipment manufacturing,it needs to constantly extend key industrial chain and optimize the symbioticmode of small and medium-sized enterprises and large enterprises. Secondly,the government should increase financial support and intensify the guidance forfunding. It should gradually establish a unified and clear tax optimization policy.It should also improve industry financing system and enterprise financingenvironment. Lastly, some technology-oriented SMEs that grow quickly andbring good economic and social benefits should strengthen the purchasingpower for products invested by the government. They should strongly supportenterprises to strengthen the brand building and improve the marketing servicesystem. Furthermore, some safeguard measures are also necessary forpromoting the development of technology-oriented SMEs like the establishmentand development of technical innovation bases、 the intensification of Industry-Academy-Research cooperation、 the improvement of the servicesystem、the advancement of the implementation of strategies for enterprise’sintellectual property rights、the implementation of policies for encouraginginnovative talents and the regulation of the market order.
