C City Residential Water Price Research

China’s urban water supply is an important part of urban public utilities. Theproperty of urban public utilities is one of the most fundamental part of the socialsector, it is mainly to provide the basic infrastructure and public services, and restrictby government management and the confine of industry. It played a supporting role inother industries in the national economy. During urbanization and industrializationprocess, the important role the development of urban public utilities even moresignificant, with people’s lives, directly affect the basic operation mode of livingenvironment and economic and social development of the people and other socialgroups. So far, the various regions of the world still regard the development of urbanpublic utilities seen as carrying the most important carrier of national economicsectors of development. Large areas of the city utilities are national public resources-and these resources are also closely related to the daily life of residents and labor.As the developing of China’s market economy, the process of urbanization isaccelerating in the year, the price of urban water tariff in the proportion graduallyincreased. Under the influence of national policy support and market economy, manycities in China have carried out a lot of water price reforms and made some progress.Urban water price has basically completed the process by the welfare model to acommodity-type shift; with awareness of the whole society continue to awareenvironmental protection, sewage treatment efficiency has been fully recognized andcontinues to increase in recent years, while the sewage treatment implementation ofthe charging system; in recent years increasing the price of water in many areas, whilethe beginning of the implementation of the water price ladder system, with the pricemechanism to restrain the people, to raise awareness of water conservation, protectionof resources and environment purposes. Urban public water use and urban publictransport, gas, heating, etc. are urban utilities, urban development is a pillar industry,its price positioning directly affect the course of urban development. As theircharacters that they have greatly similarity, but in terms of its own characteristics, water and other utilities also have a large difference, because water itself ischaracterized irreplaceable, nonrenewable, determine the water supply industry inprice constraints on the development and system requirements are higher, moredifficult to price adjustment.In this paper, take the status of C City residential water price for example,starting from the current manage status of our residents water prices, combined withrelevant policies and relevant laws and regulations of residential water pricemanagement, with the relevant current data analysis, research and analyze on thecurrent main problems of residential water price management,propose appropriatemeasures for improvement.
