The Study Of Ladder's Measure Water Price Of Urban Household Water-Consumption

This paper studied mainly on water price structure and measurement systems of water consumption for urban residents. The discussion in water rate reformation was also involved.In the first part,the characters of water rate systems were summarized,and the shortages of water rate systems were analyzed. By introducing the various water rate systems abroad and domestic,the main characters for the successful water rate reformation were stated,and the main directions for domestic actions were put forward.Furthermore,several main methods of determining water rate in urban water supply were summarized and their characters were analyzed respectively. Moreover,full-cost rate structure was suggested to achieve a sustainable development. The principle of water rate,which could be classified to resource rate,engineering rate and environment rate according to its attribute,was discussed in detail.On the other hand,an idiographic rate research was done with increasing measurement reformation of water consumption for domestic urban residents. Considering the characters of water rate structure and implementing target,the theory analysis was carried on from the economic angle,to explain its scientific nature,the rationality and the necessity. In addition the goals and superiority of ladders measure water price was introduced,and the analysis on the main condition which needed on its implementation was done. Moreover the model of ladders measure water price was established based on this foundation.In the case study about the ladders measure water price reformation in Xi'an was analyzed Based on mentioned forward model foundation, Xi'an's inhabitant domestic water price was discussed. Considering domestic basic water consumption, the price elastic coefficient,the income elastic coefficient and the influence of water price structure adjustment to the inhabitant,a analysis was done on the ability which inhabitant can withstand,for providing the reference to realize Xi'an's ladders measure water price reform..The conclusions in this paper could be valuable references for domestic departments concerned.
