The Study Of Performance Evaluation Of The Use Of Modern Agricultural Parks’ Production And Development Funds In Zhejiang Province

Based on the production and development funds input and output data of sevenagro-industries modern agricultural park,including tea,vegetables,fruit,edible fungus, Chineseherbal medicine,mulberry and flower, this article makes an analysis on the investment situationfrom the source of the production and development funds distribution and use of flow and on theoutput effect from four aspects,including modern agriculture parks’ infrastructure constructioncondition,technology popularization and application, industrialization construction conditions,theconstruction benefits of core base and radiation region.Account the production and developmentfunds’ using efficiency from the modern agriculture parks in Zhejiang province by DEAnonparametric envelope analysis.Use the limited Tobit regression model,and put environmentvariables and DEA initial performance scores in to explain the difference of production anddevelopment funds investment efficiency from modern agricultural park in Zhejiang province.The results show that:(1)The production and development funding sources and where to flow of agricultural parkshave bigger differences.From the source of funds,65.39%comes from self-raised funds,the secondis the provincial input and local finance capital, respectively accounting for26.61%and7.99%ofthe total amount of money.From the investment subjects and industrial categories,the input is themost into the vegetable industry and enterprise+peasant household.From the point of view of thespecific use of capital flow,It is mainly used for investment in infrastructure,accounts for80.24%of the total amount of money,the second is equipment purchase investment and technologypromotion investment.(2)The effects in infrastructure construction, application and industrialization of science andtechnology building, core base construction, are remarkable.Such as,the new operation way is293884.2meters,the new reservoir is39533.5cubic meters, the fine varieties of introduction andpromotion is826,the farmers’ professional cooperative economic organizations of project areaestablish102, etc.The implementation of the modern agricultural park construction projects inZhejiang province make each park infrastructure and supporting facilities in the province moreperfected,and enhance the comprehensive agricultural production capacity effectively, hasobtained the remarkable economic, social and ecological benefits. (3)The input-output efficiency of production and development funds needs to be improved.14modern agricultural park projects’ comprehensive technical efficiency are at his best in sevenagro-industries out of138.The parks that the pure technical efficiency reaches1account for18.12%, and the average performance score is0.4772.It’s need to improve the efficiency to adjustthe input and output.(4)The uncontrollable factors caused by the initial conditions of each park,such as differentconstruction subjects, geographic environment, industries and where the funds flow play a big roleon the production and development funds’using efficiency difference.For example,The capitalinvestment efficiency of northeast is lower than in southwest in Zhejiang; For theenterprise+peasant household, cooperative+peasant household and institutions,the DEAperformance score is0.093,0.166and0.193higher than the planting farmer respectively. Themodern agricultural parks in Zhejiang province are at the early stage of construction, and the moreinvestment in infrastructure, the more obvious the construction efficiency presents.In conclusion,(1)It Should be reasonable to increase capital investment. Drive finance and self-raised fundsfrom park operators by the provincial fiscal funds to put the park at the corresponding level,andstrengthen the management of the existing resources.(2)Specify management subjects to participate,encourage the park to set up guide agriculturalcooperatives for whole construction machinery and leading enterprises.(3)Allocate funds reasonably,when the modern agricultural parks in Zhejiang province are atthe early stage of construction,it should put more funds into infrastructure construction to solid thepark operations.and gradually strengthen the investment into the popularization and application ofscience and technology and industrialization construction.
