Study On After-supply Management Of Affordable Housing In Shanghai

With the deepening of the concept of service-oriented government andbuilding a harmonious society, as an important livelihood issue, housingproblem has increasingly become the focus of government work and theconcerned topic of the people. On the second session of the12thNationalPeople’s Congress, Premier Li Keqiang has strengthened on theGovernment Work Report that, aiming at “housing all”, the governmentwould keep perfecting the housing security system in2014, improve theefforts on building affordable housing, increase the financial input,and complete to build4.8million sets of affordable housing, so thatthe people with difficulties in housing could move in as soon as possible.For the affordable housing, Its after-supply management is the veryimportant aspect as well as the last sector in the work of the affordablehousing. To make the after-supply management of the affordable housingwell-done, and to increasingly improve its degree of standardization,it would be favorable to improve the whole working level of the affordablehousing and even the social housing, so as to make the benefit objectshave the sense of belonging. In addition, it would also be favorable to set up the strict exit mechanism, guarantee the equitable distributionof the public resources, i.e. the affordable housing. It can be said thatthe actual practice of the after-supply management of affordable housingwould certainly determine whether the affordable housing policies andeven the social housing policies could achieve the desired goals and havethe stated results.The Thesis focuses on the after-supply management of the affordablehousing in Shanghai, studies and analyzes it systematically through5chapters. On Chapter One, it describes the studying purpose and meaningfirst, and then introduces the studying status of the affordable housingboth at home and abroad, the studying methods, the basic structure andother fundamental information. On Chapter Two, it gives the definitionsto key terms of “the affordable housing” and “after-supplymanagement”, and then introduces the related theories so as to explainthe necessity and reasonability of the affordable housing. On ChapterThree, it describes the status quo of the after-supply management ofaffordable housing in Shanghai and summarizes the experience and lessonsfrom the practice here. On Chapter Four, further to the above description,it analyzes the existing problems on property transferring, propertymanagement and community construction in the after-supply management ofaffordable housing in Shanghai, and tries to find out the essentialreasons and probable influence accordingly. On Chapter Five, based ontaking reference on other nations and cities’ advanced experience, itputs forward the feasible resolutions and suggestions includingperfecting the laws and rules, setting up the long-term mechanism andbuilding up the supervising system, so as to improve the after-supplymanagement of affordable housing in Shanghai.
