This paper focuses on hot topics in today’s science and technology industry inour country-“scientific research management and performance evaluation”,ToChinese Academy of Sciences Shanghai branch management and performanceevaluation as an example, The performance evaluation of scientific researchpersonnel, support staff, management staff of different job types as the main objectof study, Analysis of application mode and practice in the management andevaluation of the performance of scientific research. Compared with foreign researchinstitutes,enterprises and research institutes, the old and new research institutes, toclarify the existing management and evaluation of the performance of the presentscientific research problem. On this basis, a comprehensive case analysis, theperformance evaluation in the design and optimization of dynamic managementsystem is beneficial to explore, from the organizational management performancepoint of view to improve our scientific management and performance evaluation inorder to certain theoretical basis and practical guidance.This paper uses literature research method, comparative method, case analysis,interviews and other methods, attention from the comprehensive evaluation point of management of scientific research performance, management by objectives,360degree evaluation theory, from the aspects of scientific research institutes of thespecific operation and audience research two analysis to explore the effect ofcomprehensive evaluation system, and in the scientific research management andassessment of the role of system analysis.After the research discovery, the current research institute of management andperformance evaluation of scientific research have index evaluation system, theactual design meet the problem of not enough, researchers understand the problem isnot enough, evaluation of incentive and guide is not enough. Therefore, theperformance evaluation not only stay in only reflect the results of the presentation,but should reveal the deeper reason for this status quo, so as to promote thedevelopment of management and performance evaluation of scientific research andimprovement. In addition, the research staff of the scientific research evaluationsystem of higher expectations, evaluation guide has a certain effect on performancemanagement, but also by other factors (such as: external environment, resources andculture, the initial attitude) control, and puts forward specific suggestions to optimizethe performance appraisal index system, a sound performance evaluation processmanagement, perfect security system.
