Innovation driving development has become the inevitable requirement of national strategy and development in the new period.Scientific research institutes should reinforce scientific innovation by the opportunity.Inproving the management model promote the scientific development,and inspire the enthusiasm and creativity of scientific research to improve scientific research innovation and achievements conversion rate by more effective incentive mechanism.The scientific researcher incentive mechanism of TS institute is study in this paper.Based on the the relevant research literature of in home and abroad,the statistical of the questionnaire tu the researchers for a sample is surveyed.The incentive problems of TS institute is analyized according to the research results and put forward the improvement suggestions and countermeasures,which will provide the reference to the policy of TS institute management and innovation mechanism.This paper expounds the connotation of incentive and incentive mechanism,and reviews a variety of classical incentive theory at home and abroad.Through the investigation and analysis of the incentive situation and problems,the shortcomings and deficiencies of the existing incentive mechanism of TS institute were found out,and the the countermeasures to improve the performance management and scientific research incentive mechanism were put forward.Study shows that TS institute of the existing performance appraisal system is not adapt to the development trend of scientific innovation,and personnel scientific research performance indicators should be quantified to form a scientific and reasonable performance appraisal system through quantitative,comprehensive and accurate evaluation of the performance.In the scientific research and innovation performance incentive mechanism,based on the distribution principle already,the incentive system of scientific innovation shoud make clear and improve the performance of the proportion of income,especially the innovation contribution rate.In strengthening the investment and scientific and personnel growth incentives,the scientific research fund is established of to encourage scientific research and innovation,and the industrial fund is established to encourage the transformation.Innovative incentive mechanism and personnel training methods,and continuously promote the training of young talents project,to create a scientific and technological personnel growth environment and positive innovation conditions.
