Hangzhou Fresh Agricultural Products Supply Chain Safety Traceability System Construction

Fresh agricultural products are the basic and important material for the people’s daily life, whose safety of edible is becoming growing problem with a global scope. At present the situation of agricultural products quality and safety is not very optimistic. There is a potential safety hazard in a series of basal aspects, such as production, processing, marketing. That not only greatly affects the health and life for consumers, but also seriously restricts continued development of agriculture in our country.Zhejiang province is the economically developed area in China with a relatively high marketability degree. However, there are still a lot of problems in development of fresh agriculture products. The agricultural management is too large and decentralized; the supply chains are too long, and so on.By building the traceability supervision system of Chinese fresh agricultural products, we can accurately keep, effectively communicate and precisely identify records of the data and information about fresh agricultural products in different links to adaptively trace security problems and strengthen supervise food quality. Based on the above research background, in this paper, the fresh agricultural product wholesale market is studied as an objective for in-depth and systematic research.(1) We compared the advanced experience of EU, US, and Japan, pointed out the weakness of the domestic existing produce traceability system. These will serve as a theoretical underpinning for later building of systems.(2) Taking Hangzhou agricultural products logistics center as an example, we investigated the basic situation the agricultural products’ quality safety and logistics center. After systematic analysis of existing problems, we formulated goals and principles for building of systems.(3) We constructed the traceability supervision system of fresh agricultural products, which was suitable for Hangzhou. We established core database system and evaluation indices for safety and built the geographical origin traceability system of food based on WebGIS, and mapping information system for fresh agricultural products. Information management functions were also further improved. Furthermore, we investigated the basic situation of proprietors and farmers, built related laboratory, and provided some reference to the improvement of the traceability supervision system of fresh agricultural products. At last, this paper pointed out the shortage of the thesis research, and put forward the future study direction.
