Shouguang City, a total of975administrative villages, more than70percent of thepopulation lives in rural areas, the development of rural collective economic affect the overalldevelopment of Shouguang rural, thus the management of rural collective "three-capital" isthe focus of the city’s rural work.But there are still existing problems in the management ofrural collective "three-capital" to Shouguang, restricting the healthy development of ruralcollective "three-capital" management to Shouguang. If not properly resolved, not only willhave a detrimental effect to social harmony and stability, but also will severely harmful to theprocess of building a new socialist countryside.Therefore,managing the rural collective"three-capital" well is an important method to promote the building of a new countryside andclose do group of concerns in village. At the same time, to achieve the development goals of"people-oriented, urban and rural" to Shouguang Party Committee and Government, also needto greatly improve the system construction of the rural collective "three-capital" management.In this paper, on the basis of summing up the advanced experience at home and abroad,by useing the methods of field survey, case studies and summarized to research the currentstatus of rural collective "three-capital" to Shouguang.， summed up the law, get thecountermeasures of improving the rural collective "three-capital" to Shouguang atlast.Through analysis and research mainly draws the following conclusions:(1) In order to strengthen the management of rural collective "three-capital" Shouguangcreated the management systems of rural collective funds, assets, resources, adopted somemeasures such as network management,"double seal", standardized bidding, strict auditingand supervision，reforming the property rights, and achieved some success.It protected thehealthy development of the rural economy，achieved full synchronization tracking of thefinancial management to city, town and village, standardized project bidding, maked thepeople satisfied and the cadres free from worry，and promoted the construction of ruralgrassroots democracy.(2) The problems of rural collective "three-capital" management to Shouguang: First isthe implementation of financial management systems is not in place, exsts loopholes; Secondis the principal-agent center is not normative to finance and archives management; Third is "three-capital" without detailed check, ledger management is not standardized; Fourth isvillage accountants have a low level of professional skill; Fifth is making village affairspublic is not according to the procedure，the content is unreal and not detailed; Sixth is villagecadres abuse their power for personal gains,and the regulation is not in place to them.(3) To the problems of rural collective "three-capital" management to Shouguang, thereare many reasons: First is the cognize of village cadres to "principal-agent" is biased; Secondis village-level financial management system is not perfect and not to meet the work demand;Third is lack of the mechanism of introduction and training to professional; Fourth issupervision and inspection are not in place; Fifth is village cadres own problems, unwilling tomake village affairs public.(4) The countermeasure of improving rural collective "three-capital" management levelto Shouguang: First is strengthen the training and drumbeating, enhance the ideologicalunderstanding; Second is some systems should be perfected,strict the management ofthree-capital; Third is strengthen the team construction, improve the capacity of management;Fourth is make village affairs public is normative，in time and real; Fifth is make thesupervision system perfect, strengthen supervision and inspection.
