The Research On The Management Of Rural Collective “Three-capital” From The Perspective Of Cooperative Governance

With the rapid development of rural economy,the problem of rural collective funds,assets and resources(hereinafter referred to as the rural collective “three-capital”)management has become the difficulty of rural work and a hot spot of the rural masses peasants.However,in the actual rural “Three-capital” management,there are some problems such as imperfect management system,irregular village affairs,inadequate supervision and management,and the increase of illegal behavior of village cadres,which not only harmed the interests of the masses of peasants,but also affected the harmony and stability of the rural society.Therefore,it is of great significance to strengthen the management of rural collective “three-capital” to safeguard the vital interests of the peasants,to harmonize the relationship between masses and village cadres,to maintain the social stability of the countryside.Firstly,this paper sums up the concepts and related theories involved in rural collective “three-capital” management,and makes the connection clearly between rural collective “three-capital” management and synergetic governance theory.Then this paper analyses the main methods and main problems in the management of the collective “three capital” in the three rural areas of Yibin,Wangjiang and Boluo counties,and summarizes the problems in the management of the rural collective “three capital”,such as the imperfect management system,the unstandardized public affairs of the village affairs,the inadequate supervision and management,the weak villagers' participation in the management and so on;Then analyses from the perspective of synergetic governance theory,those problems mainly due to the lack of multiple subjects in rural collective “three-capital” management,the weak sense of cooperation among multiple subjects,the imperfect supervision mechanism amony multiple subjects,and the imperfect coordination system among multiple subjects.Lastly,through the perspective of synergistic governance,this paper puts forward the countermeasures to solve the problems in the management of the rural collective “threecapital”,mainly including improve the multiple subjects management consciousness of the “three capital”,improve the governance ability of the multiple subjects,establish a cooperative mechanism among the multiple subjects,and establish a “three capital” supervision information platform in the rural areas.
