Since the 18th national congress of the communist party of China(CPC),comrade Xi jinping has stressed the importance of agriculture,rural areas and farmers to the overall situation of the work and delivered a series of important speeches.In the report of the 19th CPC national congress,it is proposed to build a work team for agriculture,rural areas and farmers who understand agriculture,love rural areas and love farmers.Based on the background of agricultural economic development and the upgrading of agricultural structure from quantity to quality,this article explores a better Performance Management System to arise the agricultural workforce to become "understand agriculture,love the countryside and peasant".Through the management of human resources at home and abroad for reference,a large number of mature theories,combine for incentive and performance evaluation of enterprises and related problems of learning and research,contact our caravan left changli county at present the actual situation of agro-technical popularization personnel performance appraisal,to rebuild the agricultural technology popularization personnel performance appraisal system,trying to find a more suitable for our caravan left changli county of hebei province local agricultural technology popularization personnel performance evaluation system.Firstly,relevant concepts are defined,and maslow's hierarchy of needs,incentive theory,key index method and all-around performance evaluation method,which have great influence on human resource management,are briefly introduced.These theories provide a solid theoretical foundation for the construction of subsequent performance evaluation system.Secondly,this paper analyzes the current situation of agricultural technical extension personnel in changli county,and expounds the influence of current agricultural layout and farmers' increasing production and income by means of summary induction,comparative analysis and fuzzy evaluation.On the basis of comprehensive evaluation,the problems in all aspects of performance appraisal,such as the determination of assessment objectives,the selection of assessment indicators and the setting of assessment cycle,are elaborated in detail.Finally,under the guidance of a large number of human resources management theory,clarifying the build the thinking of the new system,illuminates the build the new system,adhere to the principle of detailed has sorted out the process of performance appraisal system,put forward to build the scientific agricultural technology personnel performance appraisal system optimization model,and the implementation of the new system to illustrate the need to be aware of,ensure compliance with the objective law of agricultural production.The research content of this paper provides theoretical support for the scientific management of agricultural technical extension personnel at the grassroots level,and also provides certain reference for other scholars' research.
