The Responsibility Of The Government In Regulating Income Distribution And Its Realization Mechanism

Income distribution gap is the focus of the current Chinese social universalattention question, and one of the major problems to be solved by the government.The authority of the government as a social governance main body, regulating theincome distribution gap is the duty of the government. Supported by statistical dataand literature, this paper adopts normative research, system and elements to thecombination of research methods, based on the reality of our country current incomedistribution gap is widening, the basic theory of public management combined withthe economics of income distribution, in the income distribution gap in our countryhave objective knowledge, on the basis of analyzing the reasons, clear responsibilityin the process of the government in regulating income distribution gap in positioning,strive to provide a new way to narrow the gap in income distribution.In this paper, a total of six chapters can be divided into four parts. The first partis the introduction, first introduced in this paper, the research purpose, researchsignificance, and the income distribution policy, government responsibility, publicservices in three core concepts is defined. This paper argues that the governmentresponsibility connotation includes the duty, responsive, and punished three levels.Secondly, this paper introduces the research status of government’s responsibility inthe income distribution. Finally, put forward in this paper, the research ideas andresearch methods, illustrates the breakthrough and innovation of this article.The second part from the gap between urban and rural areas, regions, industriesand urban and rural internal dimension of the income gap between different socialgroups, summarized the current status and characteristics of the income distribution gap of our country, the necessity of the government regulating the income distributiongap. In this article, we will adjust income distribution in the government responsibilityclearly defined policy framework for the construction of fair distribution system,improve the public service performance, the transformation government function, andregulate administrative permissions. Government shall be determined in the correctvalue orientation as the fundamental basis of responsibility, policy tool matching wasused to realize the goal of adjusting income distribution gap.Chapter three to chapter five for the third part. This section from the institutionalfactors, policy factors, public service, government’s own interventions four aspectsthis paper analyzes the reason of the income distribution gap:Income distribution in the institutional factor and policy factor is difficult todistinguish completely. Institutional factors derived from historical factors, economicsystem and social system change was born in the market economy, power etc. By theinertia of the system, system error and lack of system three paths affect incomedistribution. Government adjust income distribution depending on the specific policy,the policy effect of hysteresis, policy bias showed the reverse regulationcharacteristics, interests under the action of the policy distortion, the combinations ofthe accumulating effect is restricted policy effective factors.The government’s improper intervention is the non-market factors of incomedistribution gap. The government’s improper intervention including "offside" and"absence" and "strong intervention", through administrative mobilization of resourcesconfiguration, not a sound system of macroeconomic regulation and control, thecombination of power and capital, department or industry monopoly impact effect.Public service is not equal and the gap of income distribution has certainrelevance. Public service have difference is a reflection of the income distribution gap,is of great significance to disadvantaged groups to upward mobility. Public servicesystem should be established in order to solve the imbalance of supply and demand ofpublic service, has become one of the crucial task of the current reform in our country.The fourth part puts forward to perfect the income distribution of institutionalconstruction, improve the government’s public service ability and service level andthe realization of the self-transformation of these three aspects of the governmentperfect the responsibility of the government in regulating income distribution gapimplementation mechanisms. System of income distribution gap narrowed, need theeffective implementation of the top-level design and policy, need the government to improve the performance of public service, efforts to achieve equal basic publicservices, the need to strengthen the government’s constraints on their behavior,regulate the exercise of power.
