Study On The Production Decision Mechanism Of The Realization Of The System Under The Government Participation Of EPR

In recent years, the environment and economic development coordination problem is becoming more and more serious, the shortage of resources and environmental problems have become increasingly important problem restricting the economic and social development, corporate social responsibility get more government attention, according to the extended producer responsibility, each country begins to more emphasis on recycling economy and remanufacturing as a new mode of implementation of extended producer responsibility system under the mode of circular economy is also more and more attention of government and scholars.In this paper, in order to fully draw on previous research results above, firstly expounds the practical significance of corporate social responsibility, and to domestic and foreign about the implementation of extended producer responsibility system research and practical application to do the analysis, and introduces the related theory of remanufacturing, laid the theoretical foundation of this article. Secondly, the realization mode of remanufacturing the EPR, constructed the OEM,original equipment manufacture under the government intervention and the third party cooperation of the mathematical model of remanufacturing, and solved by using game theory model. That in the circumstances of government intervention, the optimal production decision of OEM and third parties, as well as the influence of government intervention and the cost of production for both the optimal production decision, and analyzed the distributed and integrated decision-making mechanism under their respective optimal production decision. Third, the existence of competition between competition and the third party manufacturers introduced between OEM(1+2 mode and 2+1 mode) to construct the mathematical model, analyzes the existing competition affects production decision for the third party and OEM, and obtains the optimal production decision between manufacturer and the third party OEM, finally to OEM and third party manufacturing production decision-making implementation of the road map.The innovation point of this article is to construct the OEM under the government intervention and the third party cooperation carries on the mathematical model of remanufacturing, i.e. both of them assume the producer responsibility, so OEM’s profits from remanufacturing, third party licensing fees and government encouragement of three parts, through analysis on the distributed and integrated two cases the OEM allows third party, obtains the optimal decision and influence factors of conditions and their cooperation under the situation of remanufacturing. And this paper first considers third party manufacturers competition exists and OEM is in a competitive situation, i.e. 1+2 mode and 2+1 mode, by solving the model two OEM and third party mode and the manufacturer’s optimal production decision, analysis and their influence factors of production decision, provide the implementation roadmap for enterprise’s production decision.
