A Study On The Government Effects On National Income Distribution In Transition Period

The distribution of the national income exsits the questions that great income gap in recent period which caused many negative effects on our economy. The effects mainly display in such ways:First, the income gap influence the investment and comsumption and their structure that the over-high consumption rate and the over-low investment rate, these effects are the reasons why our economy can't change method of the extensive development. Second, if the income gap remains remarkable in long time, it will caused the disparity of society which is deviate from original target for common prosperity of socialism. Third, the income gap restrained the human capital investment and don't benefit for human all round develpoment. Therefore the income dispositon is major issue for solving in theory horizon and practice horizon.From practice view, most of questions revealed in income disposition have close relationship with government mechanism. In the transition period of our country, towards the national income disposition the government reveals the situation of omission, misplace and beyond the function. In other words, the gorvernment manifest over interference and lack of regulation in the same time. The result of government action is the appearance that harm to fair and efficiency which exsits commonly in national income disposition as "reverse conditioning". From the view of present, the effective interference of government not only displayed in redistribution segment, but displayed in primary distribution that require the government to find the accurate positon and use proper regulation method, this is the fundamental ensurement for market mechanism expressing the basic role in primary distribution.
