In recent years, with the development of high-tech enterprises and its rising status in the social economy, it seems to have become a very powerful force in promoting the development and comprehensive national strength of China’s economy. With the combination of technology and intellectual capital, high-tech enterprise has the characteristics of high investment, high-yield and high-risk. Compared to the traditional enterprise, its R&D investment rate, product update rate and labor productivity are higher, which make its growth and production characteristics very different. These differences make the current enterprise performance evaluation methods suffer a serious challenge. In2010, SASAC said central enterprises should comprehensively promote the EVA assessment, using EVA in Performance Evaluation, which requires evaluating performance from the perspective of value creation. Thus, performance evaluation system based on value-driven is the inherent requirements in reflecting performance. The high-tech enterprises are high value-added businesses with high input-output ratio, which is more necessary to evaluate from the perspective of value. Exploring the process of value is good for high-tech enterprise to evaluate performance from the perspective of value-driven and maximize corporate value. Throughout the theory and practice about existing high-tech enterprises performance evaluation, most of the research results are still relatively fragmented. There is no comprehensive system to reflect the value drivers and there is no intrinsic correlation between indicators. Therefore, with the value drivers as logical clue to improve high-tech enterprises performance evaluation index system has great theoretical and practical significance.Therefore, considering the limitations of our current high-tech enterprise performance evaluation system, we combine the idea of value-driven to the performance evaluation system to improve the current system, using the standard research and case study method. That is to say, we should find the value source of high-tech enterprises and its value-driven approach from the perspective of value creation, establish an improved high-tech enterprise performance evaluation index system based on value-driven by analyzing value drivers of high-tech enterprises. Finally, we take China Unicom as the case as the practical application of the improved high-tech enterprise performance evaluation index system based on value-driven. This practical application make the theoretical results more persuasive and maneuverability.This paper is divided into six parts: The first part is an introduction. First, it introduces the research background and significance of the paper. Second, it is the domestic and international literature review of high-tech enterprise performance evaluation system and high-tech enterprise value-driven performance evaluation. On the basis of the research, we get research methods and the basic framework of this paper.The second part is an overview of the high-tech enterprise performance evaluation theory. This part mainly discusses the key elements and determination of the index system of high-tech enterprises performance evaluation system.Then it discusses the characteristics such as R&D investment and intellectual capital of high-tech enterprise and finally discusses applications methods of high-tech enterprise performance evaluation.The third part points out the limitations of our current high-tech enterprise performance evaluation system on the basis of the composition and characteristics of the current performance evaluation system. The limitations include that it does not fully reflect the value of the drivers, lack of internal association in indicator system and not reflect the value-driven strategic and hierarchy.The fourth part describes the meaning and source of enterprise value and value-driven, as well as the process of value-driven. In this part, we also combine the idea of value-driven into the high-tech enterprise performance evaluation system, and improved high-tech enterprises performance evaluation index system based on the value driving factors from financial and non-financial aspects.The fifth part is the practical application of the improved high-tech enterprise performance evaluation index system based on value-driven. We calculate ZTE’s performance evaluation scores based on the consolidated financial statements, using AHP and comprehensive scoring method to get weights and ratings, which verify the feasibility and operability of high-tech enterprise performance evaluation system based on value-driven.The sixth part is the conclusion. Through this study we can know that building improved high-tech enterprise performance evaluation system in value-driven perspective is feasibility and operability. In addition, the article finally point out the lack of this study, providing a future direction for the future research.
