| Being a part of regional tech-innovation system (RTIS), government can redistribute society sources,through fully exerting the base function of the market in source collocation of tech-innovation, and unite various innovation organization and sources in RTIS,to bring forth the great innovation feat of science and mend the market failure.So that,the research on the relation between tech-innovation system construction and government contribution is very crucial and significant.Based on analysis of RTIS construction and government contribution,this paper includes five chapters.Chapter 1: Looking back the relevant research on tech-innovation, the author puts forward the definition and peculiarity of tech-innovation and RTIS.Chapter 2:Based on analysis of RTIS construction principle, regimentation frame and organization system,the author illustrates the inter-promotion relation between RTIS, regional industry concentration and regional economy development.Chapter 3:By analysing tech-innovation market failure, the author probes deeply into government behavior on building RTIS,and proposes government contribution target, availability verge, function mode and effect manner.Chapter 4:On the basis of common summary and case analysis of RTIS constructed in developed country and developing country, the author summarizes some usefull experience.Chapter 5:The author attempts to make further analsysis of Fuzhou RTIS,and brings forward the contribution target and instition of Fuzhou government.At last, the author puts forward some experience and suggestion about RTIS.In order to take effect in RTIS,the government should deep its innvoation,improve its function. Simultaneously,the feat of government contribution evalation is an important slot for RTIS to be really taken into account by government.The author suggests that the policy research about RTIS peculiarity should be fortified, and use the method of ration and no-quota to study and analyse the government contribution. |
