Since twenty-first Century, China’s foreign trade has become one of the most active, the fastest growing component of our country’s economy, the total import and export volume increase6.12times in2013than in2001, the average annual growth rate of16.3%, china has been one of the biggest world trade country. The inspection and quarantine as an important component of China’s foreign trade management system, The inspection and quarantine as an important component of china’s foreign trade management system, the urgent need to improve performance, improve their capability, in order to adapt to the new situation of the development of foreign trade.In this paper, the inspection and quarantine of import and export goods process as the research object, in the theory of business process reengineering, reengineering government theory and collaborative governance theory as the theoretical basis, the comprehensive application of normative research and empirical research, systematic research and comparative research, chart analysis method, through the research on the reengineering process, to establish a process centric work mode, to improve work performance.This paper first discusses the origin, status and significance of china entry exit inspection and quarantine of goods process reengineering, at the same time to clarify the concept and theoretical basis of BPR. Secondly, to analyze the internal and external motivations of entry and exit goods inspection and quarantine process reengineering, and from the administrative idea, function, behavior mode, information technology and foreign experience five aspects to prove the feasibility of reconstruction. Then, to describe the entry-exit inspection and quarantine of goods flow, organization structure, information system, to analyse process problem:no one is responsible for the process, the lack of understanding of the process, the lack of process guarantee, the process is running slow, process is rigid,process is fatigue. On the basis, the paper puts forward the customer oriented, to establish a process centric work mode, and then focus on the process, culture, system, organization, management, technology, six aspects of reengineering implementation path.Finally, the paper makes an empirical study of Fuzhou inspection and quarantine bureau process reengineering practice, with echoes of theoretical research.
