In china, smart city has come into the stage of programming and construction from the stage of basic exploratory and making dreams into reality. The industry change, technology reform, application and innovation, as well as the requirement change of smart city construction are badly needed to be discussed and studied.The advantages and industry position of China Unicom themselves make them dominate in the construction of smart city and the development and change of China Unicom impels it to find the position, explore and develop, bring forth economic incoming and bear social responsibility.Firstly, this paper makes the theory interpretation, and describes the present construction situations and needs analysis as well as the development status and the marketing strategy of China Unicom in this process. The third chapter summarized the existing problems in current smart city construction, as well as the hard and soft wound of telecom operators in the process. The fourth chapter brings forth the suggestion of the strategy formulation, strategy implementation and execution control in the smart city construction.This paper focuses on the theory and practice, and helps the China Unicom find a sustained force in the confusion of single mode of development business growth, and find strategies how to break through channelization and realize strategic transformation. The innovation of this paper lies in the hierarchical model of needs analysis. It proposes study results and suggestion in the diversifiedinvestment patterns, professional operation models, webified marketing mode, terminal product mode.
