Innovation is a fundamental source of national sustainable development, and is an inherent basis for national prosperity. In modern times, every country in the world is focusing on innovation competition and innovative competitiveness becomes an important representative of the national comprehensive strength. In the21st century, China stands on the great national rejuvenation history stage. To improve national innovative competitiveness is necessary for realizing our "Power Dream". Therefore, this paper hopes to compare the world countries’innovative competitiveness and its influencing factors to conclude which position China ranks at current, and analyses the relationship between innovative competitiveness and its influencing factors in order to put forward right suggestions for China to enhance its innovative competitiveness.This paper selects30countries as the sample, using panel data from1996to2010to do empirical analysis between innovative competitiveness and its influencing factors, selecting12factors from innovation infrastructure, innovation input and innovation output three aspects as innovative competitiveness influencing factors, and patent as innovative competitiveness quantitative indicator. The paper tests12influencing factors indictors’ multicollinearity, then applies the factor analysis method to extract the innovation total factor, innovation per capita factor and innovation structure factor, and finally uses the panel data to make regression and restore each variable.The results showed that:China’s innovation competitiveness influencing factors composite score ranking rose rapidly, from19in1996year to3in2010year. The12innovative competitiveness influencing factors all have positive effects on innovative competitiveness, the largest effects are total R&D expenditure per capita, R&D to GDP ratio, GDP per capita, number of Internet users per hundred and R&D personnel per thousand in the number of employed persons. The countries whose innovation competitiveness influencing factors composite score rising rapidly will enhance their innovative competitiveness greatly. The countries whose innovation competitiveness influencing factors composite score and ranking are high don’t necessary mean their each factor score and ranking also high; instead, the countries whose innovation competitiveness influencing factors composite score and ranking are low don’t necessary mean their each factor score and ranking also low.
