The Study On The Transition Of Industries In Resource-based Cities Of Shenyang Economic Zone

Resource-based cities of Shenyang Economic Zone were developed under the principle ofpriority development in heavy industry in the1950s. These cities have together with otherresource-based cities provide an important energy and raw materials to our country’s economicconstruction,and have made a big contribution to our country’s economic development. However,with the continue exploitation of resources, resource-based industries in these cities graduallydecline, become irrational industrial structure, making the city’s economic development slow orstagnant. Problems of resource-based cities, such as unemployment, poor social security made abad impact on the development of these cities and the improvement of residents’ living standards.This paper takes the industry transformation in resources city of Shenyang Economic Zone asthe research object, introduces some relevant theories of industry transformation in resources city,illustrates the characteristics of the resources industry and the characteristics of resource-basedcities and then explains the connotation of industry transformation in resources cities and industrialtransformation models and so on. This paper also illustrates the development of ShenyangEconomic Zone and it’s development orientation and development goals, analyzes the presentsituation of resource-based city in Shenyang Economic Zone, illustrates the features, thebackground and the environment of industrial transformation of resource-based cities. Base on theShenyang Economic Zone industrial integration, this paper use the method of deviation-share andlocation quotient analysis of the current situation of research by the city’s industrial structure. Inthis paper, Anshan and Benxi are Anshan and Benxi are classified as development boom ofresource-based cities. Their industry transformation path is priority to the development ofcontinued industries, secondly develop alternative industries. Funshun and Funxin is defined asresource-exhausted cities, and their industry transformation path is a focus on developingalternative industries. Resource-based cities of Shenyang Economic Zone should developAdvanced equipment manufacturing industry to build the Shenyang Economic Zone as theequipment manufacturing industry base, and develop New industry(new material, new energy, pharmaceutical industry, etc.) to promote the dependence of the industrial structure, and developModern service industry and Modern agriculture to promote the rationalization of industrialstructure. At the end of the paper, the author puts forward the suggestions of constructing supportsystem of industry transformation of resources city of Shenyang economic zone. And hope thatby constructing government service system, the investment and financing system, the integration ofindustry system, HR system and technology innovation system to support the industrytransformation of resource-based cities. At last, this paper points out the conclusions and outlookfor future research.
