The Research On High-tech Industry Innovation Clusters Of Heilongjiang Province

In the Knowledge Economic Era, innovation has become a determinant of a nation’s competitiveness. Since the1980s, innovation clusters were initially formed and got rapid development in developed countries. Most countries in the world make it a significant aim that developing and nurturing the construction of innovation clusters positively. This is a strategy to keep international competitiveness of industries and increase national competitiveness. As Chinese Academy of Science (CAS) pointed in its plan "Innovation through2020", Chinese industries would construct a number of innovation clusters, integrate regional sources and social factor of production, take comprehensive competition advantages of clusters, promote construction of innovation system of regional knowledge, enhance the combination of knowledge and technology systems, accelerate the invert strength of innovative technology, serve spiritual civilization, transform economic development mode, and take a sustainable economic and social development road, with the consideration the great development need of regions and industries.At present, cluster development of high and new technology industries has become a hot concern both in China and abroad. Many developed and developing countries regard high and new technology industries as an engine of promoting the economic development. In a such international circumstance, Heilongjiang Province lists high and new technology industries in its important development plan for the future. In addition, relying on the existing advantages, Heilongjiang Province has scored some points on production value, enterprise concentration, and construction of high-tech zone. However, issues also exist in the development process of high and new technology industries in Heilongjiang Province, including irrationality of industrial structure, limited popularity of clusters, poor professionality of industry associations, insufficient investment of financial capital, disconnection between industrial chain and innovation chain, weak innovative culture atmosphere and so on. These issues have significant negative influence on high and new technology industries’ capability of independent innovation; thereby decrease core competitiveness of industries. Therefore, this paper uses innovation clusters of high and new technology industries in Heilongjiang Province as the main line, in order to seek adequate strategies of constructing innovation clusters of high and new technology industries in Heilongjiang Province. These strategies will promote a sustained and healthy development of high and new technology industries in Heilongjiang Province through integrating regional sources, promoting the combination of innovation and clusters via relevant policies, and strengthen core competitiveness of high and new technology enterprises. The present paper states the concept, elements, essential features and structure development mode of innovation clusters, discusses three management modes including government-oriented, government service-oriented, and mixed or intermediate type, and illustrate relevant theories of innovation clusters, including theory of industrial cluster and innovation theory. The author analyze current situation of innovation clusters of high and new technology industries in Heilongjiang Province from aspects of Industrial organization, industrial elements and industry management. In addition, the paper gives representative examples of innovation clusters of high and new technology industries in China (Zhongguancun) and in abroad (Silicon Valley in USA) and studies their evolution course and explores their successful experiences for referring to. Finally, the author brings forward countermeasure and suggestion of development of innovation clusters of high and new technology industries in Heilongjiang Province from aspects of increasing innovative capability of innovative subjects and improving innovative environment.
