Human resource is considered as the most important resource of enterprises. Humanresources management is the beginning of enterprise development and the fundamentalguarantee for the sustainable development of enterprises. Since China lies in a period of rapiddevelopment of industrialization and urbanization, Chinese stable energy supply is of greatsignificance to achieve the steady and rapid development Chinese economy, which requiresour country to establish a great number of oil sales enterprises whose management needs tobe both scientific as well as efficiency. However, the current oil sales enterprise has beenrevealed many risks at the aspect of human resources management hindering the realizationof targets of these enterprises. Consequently, in order to maintain the oil sales enterprisevitality and enhance the core competitiveness of enterprises, it is essential for managers toemphasize on strengthening the study on the risk of human resource management ofpetroleum sales enterprises and constructing a scientific and efficient human resourcesmanagement system.This paper focuses on the research of risk identification and risk assessment of humanresource management in oil sales. First of all, the author generalize the connotation,characteristics, categories, causes, hazards, research processes and methods of riskmanagement in human resources of oil sales enterprises. Meanwhile, the present situation andcharacteristics of human resources management has been analyzed either. Furthermore, basedon what we have discussed above, the author took advantage of flow chart methods toidentify the risk of human resources in petroleum enterprises, establishing the evaluationmodel and standards of human resource management. Besides, risk matrix method has beenselected to evaluate the hazards. Then, to verify the feasibility of the method, the authorcarries an empirical study in relation to the recognition and evaluation of enterprises’ humanresources management risk. The object of this research is SY petroleum sales enterprises.Finally, aiming at promoting the healthy development of human resources management inpetroleum sale enterprise, some solution should be addressed according to the result of riskevaluation.The passage points out that the petroleum sale enterprise will produce risk in the process of human resource management. It is of great practical and theoretical significance to studyhow to identify and evaluate these risks effectively in petroleum sale enterprises. Theapplication of flow chart analysis method makes the recognition process more systematic andprocess oriented. Risk assessment method evaluates and rates risk further, realizing thecombination of qualitative and quantitative. It could recognize several concrete key risk, tohelp oil enterprise focus on further sales control. Through the analysis of actual case, theresult shows that the selected method data are relatively small, systematic and the process issimple. As a result, it is suitable to use in the risk evaluation of human resource managementof the oil sales enterprises.
