China is gradually becoming a big consumer of energy with the rapid economic development. China imports plenty of crude oil and gas every year to meet the need of all industries because of the limited energy reserves. In order to keep the import channels smooth and the import price relatively stable, China is trying her best to achieve this goal. The first way is to improve their investment in the oil-producing countries and to take large stakes, and the second way is to provide technical support to the cooperative petroleum productive bases of aboard in order to make the new projects put in to operation and export their product efficiently. During the process of the communication and cooperation, so many specialized companies found that the new market circumstances and new region brought them so many challenges in the project management work, especially in the project human resource management work. Meanwhile, most of the companies of our country are behind of the companies of developed counties in the aspect of modern project management, especially in the project risk management. This situation is caused by the modern project management be studied in recent years in China. In most of the domestic companies of construction industry, experience management is still the primary choice used in the human resource risk management of oversea projects and it influents the success probability and the profitability. This thesis is of certain theoretical value and practical value to make a study for the project human resource risk management at aboard.This thesis selected the topic of how to implement risk management in the project human resource management work, and selected "Crude Oil Pipeline Project in Abu Dhabi" as the creation background and was written combined with the author’s actual work experience. This thesis use human resource theory and risk management theory to guide the study work. According to the thesis’s structure, the first step of the study is to identify the existing and potential risks widely in different periods of the project. The second is to make an assessment of the recognized risks with the help of specialized technology tools, such as expert assessment, matrix method. Through the assessment, risks levels are settled and preventative and control measures are worked out correspondingly. And then, when we are carrying out the related measures, we should pay attention to check the implementation of the measures and the change of the risk factors. We should restart the identify work of new risk which is recognized in the management routine work, and bring it to the next steps. Making job responsibility of the risk management in the organization structure is the very important way to optimize the risk management system. The study result can be used for guiding the project human resource risk management work of middle-east in the same industry, and be certain reference value to the similar projects’human resource management work.
