Taxis have been playing a critical public role on service and transportation in Beijing. Recently, the taxi industry experienced a dramatic change which forces them to keep paces with the reformation and correct the issues of institutions. Meanwhile, the demands of taxi drivers are paid an attention by public as well. Therefore, this paper aimed at the control and prevention effectively on the traffic accidents of taxi, furthermore, trying to find a way to construct the safety climate of taxi industry. In this paper, literature will be summarized in section2. Subsequently, analyzing the data of questionnaires explores the relationship of four factors such as safety climate of taxi industry, drive behavior, the relationship between safety climate and drive behavior. Through different models to assess, the final models were determined as the three-factor models of safety climate. They are the three-factor model of safety awareness, safety regulations and safety attitude. The three-factor model of drive behavior is consisted of mistaking behavior, wrong behavior and violating behavior, respectively. However, in the cross-level process of safety climate and drive behavior, safety awareness and safety regulation have the positive relationship with drive behavior which denied the assumptions of variables have negative relationships. On the contract, safety attitudes and driving behavior are negative. The contribution of this paper is making a proposal on the safety management of Beijing taxi industry, furthermore, improving the safety climate of taxi industry and drivers’behavior.
