China is a large agricultural country with a large population. Agricultural modernization is related to the modernization of the overall national economy. The greatest constraint of agricultural modernization is that the stock of human capital in rural areas is inadequate and the quality is low. Especially the scientific and cultural level of rural labor is too low, which results in the low rate of conversion of science and technology, and then restricts the development of non-agricultural economy. It is difficult to adapt to the agricultural structure adjustment and optimization of the rural economy. So the specialized and intensive process is blocked. Therefore, changing the concept of investment in human capital, increasing the stock of human capital in rural areas and enhancing the quality of human capital is the basic way to change the status quo of China's rural human capital and the development of rural socio-economic.Rural investment in human capital is a social systems engineering which involves governments, organizations, the market, and cultural factors. It is primarily to improve the overall quality of human resources in rural areas and promote rural social and economic development comprehensively through education, training, migration, care for health, and other means. The new round of agricultural scientific and technological revolution is coming, the promotion of agricultural globalization urgently requires improving the quality of farmers. At present, China attaching importance to the rural areas of investment in human capital means a lot for achieving the modernization of agriculture and rural areas. The 15th National Party Congress report pointed out from a strategic height:"the process of China's modernization to a large extent depends on improving the quality of the nationals and the development of human resources."The development of human resources in rural areas, emphasis on rural investment in human capital, training of high-quality new farmers become China's priorities next few decades for the development of rural economy.Based on this, the study mainly used combination of empirical analysis and normative analysis method and combination of qualitative and quantitative method to analyze the related theory of human capital and investment in human capital. It focuses on the status quo of investment in human capital in rural areas of Heilongjiang Province, including labor stock situation, labour industry structure and the knowledge structure and elaborates the existed problems. In the mean time, it carries out an empirical analysis. On the base of learning investment in human capital experience from the United States, Japan, Australia, this paper proposes countermeasures for improving investment in human capital in Heilongjiang Province. The research can be divided into two parts. The first part is theoretical part of this paper, mainly elaborates on writing background, purpose, significance, and human capital and investment in human capital theory, which provides a scientific basis for this study. This part is consisted of chapter 1 and chapter 2. The second part is the practice. It analyzes on foreign investment in human capital experience. In view of the actual investment in human capital situation in Heilongjiang Province and problems of the status quo, through empirical analysis,it puts up solutions for improving investment in human capital in Heilongjiang Province. This part is consisted of chapter 3, chapter 4, chapter 5, chapter 6 and chapter 7.
