Research On The Building Of The Professional Staff In Oil And Gas Production Enterprises Based On Open Operation Management

The characteristic of Knowledge Economy is innovation. In the modern enterprises,especially in our oil and gas production enterprises, the quality of staff should reachrequirements on the corresponding professionalization, by open operations management basedon the open innovation. This paper, which is on open operations management and the theoryof employee professionalization, gets the way of professional management of employee ofmodern enterprises, and the new characteristics of oil and gas production enterprisesoccupation with a good protection on human resource for our oil and gas productionenterprises.Part in the process of completing this paper case, enterprise interview, questionnairesurvey is adopted to obtain the original data, through read the internal documents andprofessional reports from expert at the same time, network, newspapers and public information,collected a large amount of case material. Discussed and explained Gas Production Plant Fivein Ordos Basin，by carrying out an analysis of the status of open operations management andHR management under the modal, applied to the plant staff occupation construction bythe competency model, this paper raises path of the building of the professional staff, which isbased on employee occupation ability construction as the main as training, the establishmentof supporting in the construction of employee occupation career development and planning bythe results of individual performance evaluation.This paper discusses the application of competency model with the case, and also hasgreat significative reference for other type’s enterprise in the open operation management withthe implementation of construction on staff occupation.
