Technology along with the knowledge is changing with each passing day, and the competition in the enterprises and talents is stronger and stronger. As an important tool of human resource development and management, training contributes to the promotion of overall capacity and quality of the staff. How to enhance competitiveness of enterprise by training? It has been the common problem of many enterprises.The research object of this paper is Y Company-- a basic medical device industry. With ht listed process of IPO, the growth rate of sales and profit keeps growing over 30% every year. In 2014, because of the mergers and acquisitions, a lot of administrative talents should be trained and expatriated. There are two ways to satisfy the demand for talents, to introduce talents form outside and to grow own talents. Production manager at the local level, which is the main force of the industry, contributes a lot in the 30-year-journey of the company and plays an important role in improving the producing-efficiency, building the staff and driving the innovation of the lean project. In the meeting "Tianmu Lake development strategy and planning" of 2014, the president put forward an idea--the year of talents quality management. Only to focus on the training of key managers at local level and improve the comprehensive quality of the existing management, then the economic growth of enterprises and the development of staff can achieve win-win.Through the questionnaire survey, we analyzed 67 production managers of Y Company to reflect the present. After analyzing the existing problem, we can explore the reason in deep level and propose the construction of production management training system based on the competency. In this paper by questionnaire survey and behavior event interview, we test the samples of outstanding group and general group, and evaluate different elements to receive the universal factors of the competence of the production managers at local level. Combining with analysis of the differences between the target competence and the practical competence, then we can begin training specifically according to the data. On the basis of competency model, we will further optimize the design of training courses, the control of training process and performance evaluation. We summarize at the end of the paper and state the deficiencies and future research direction.The construction of production management training system based on competency in the Y Company, which can be used in listed medical devices companies, does well in improving the management ability and professional quantities of managers at local level. Thanks to the training, we can establish the echelon of management and create good environment for the promotion and assignment of outstanding talents.
