The enterprise culture is the theory basic of team consensus, value to the development of enterprises. Good corporate culture, be the development of enterprises of the lubricant, promoting the enterprise long-term stable development, will have long-term and the profound influence on business ethics, norms and customs. The building of enterprise culture as the important content of modern enterprise management, on the company’s long-term operating performance has influence character by environment function, assure the enterprise lasts, fast, harmonious development. Tieling TT company as a professional communication after the market of telecommunication enterprises, the existing enterprise culture is very weak, in many cases, the building of enterprise culture becomes a mere formality, surface, enterprise value concept, not really play its important role in the company and outside. With the intense competition, similar to the rapid growth of enterprises, as well as TT company to expand the scope of business, and the shift in the collaborative development, enterprise culture and lack of TT company leadership has realized the seriousness of the problem, how to construct suitable for TT company culture, became a pressing matter of the moment.。The author of this paper through questionnaire, visit investigation, of TT Tieling Branch corporate culture characteristics, existing status of the comprehensive check and diagnosis, pointed out that the TT company operation in the process of many shortcomings, also affirmed the necessity of the construction of enterprise culture. On this basis, based on the theory of enterprise culture and the enterprise after the reorganization of the actual situation of TT company, enterprise culture system design, from the building of enterprise culture’s guiding thought and construction goals, through the core concept layer design, as well as for the company’s innovative enterprise culture, the construction of five major projects, five caring culture multilayer to construct TT corporate culture system, efforts to make the enterprise culture has the rich connotation and the higher spiritual level.
