Research On Targeting Of The Rural Minimum Living Security System Beneficiaries

The rural minimum living security system is an important social policy for solving needy families’life difficult, as a basic project of rural social security system, which has established the last line of safety net for protecting rural residents’the most basic survival rights. But social policy will inevitably deviate from policy goals in the implementation, as the problems of policy and policy implementation which make the execution results deviate from the policy goals. Nowadays, in all parts of our country the rural minimum living security deviation pattern is targeting relationship, some needy families are omissive, which result in the limited resources cannot be used by the needy. Through the investigation and analysis of the deviation problems on the spot, formulating effective target method has important theory value and practical significance. Delivery salvation resources to rural needy families’maximatily, achieve good benefit and effect, and vigorously promote fairness and justice in social distributionThis paper adopts case study method, selects S village in Jiangxi province as field investigation, on the basis of reading literature, primarily employ semi-structured interview method and combine the observation method to gather material, analyze deviation problem in targeting objects of the rural minimum living security system. On the content, make a comparison between policy text of the minimum living security system and the policy implementation situation in S village, find a very big deviation in the safeguard standard, the safeguard object and the execute procedure, targeting the relationship make local residents have some unwillingness in their heart. After sort out data from the investigation, finding the policy deviation is as a result of village cadres and villagers:an the one hand, there are some distorted behaviors in policy implementation from village cadres such as give one quota for one needy family under the indicators qualified, delivery social welfare to the stakeholders, embezzle salvation resource to pay committee debts, exploit funds from minimum living security system to complete task; on the other hand, in term of the villages, they hide real income, recombine the family structure, search for relationship, even though household living condition have already improved, they would never initiatively get out of the safety net. Author finds root cause of the targeting away from objects in S village through analysis: Firstly, it is the system which just has single index, special relief measures fastened by the minimum living security system forming welfare association; Secondly, village cadres are not acquainted with the minimum living security system, grassroots autonomous organization lack of responsibility, village cadres distorted fulfill the minimum living security system considering self-interest; Thirdly, the rural residents as the policy mainly targeting group are not familiar with the policy, lacking effective security lead to weakly anti-risk; Fourth, orderly-diversity pattern acquaintances society, rural administration resource is shortage in the post-era of tax and fees. Finally, this paper put forward methods and measures to solve the targeting problems, mainly including:set up diversity index, adopt participatory wealth ranking and democratic appraisal method to determine object; use of media publicity and interpretation make the village cadres and the villages deeply understanding the rural minimum living security system, which plays a role of supervision at the same time; constraints are formed by punishment and incentives are shaped by rewards; to further perfect the social security function, enhance the risk resistance ability of the villagers.
