Our country economy after30years of rapid growth, has become the second largest economy, and at the same time the total energy consumption is growing rapidly. However, at the same time, the unreasonable industrial structure and low energy efficiency restrict the further development of the economy in our country. And the industrial structure adjustment, environment protection and economic sustainable development frequently mentioned in our government documents, also reflected from the side that the industrial structure adjustment and increase the energy utilization in our country is urgency. This article is based on the social hot issues mentioned above, hope that through research in our country industrial structure characteristic, as well as the industrial structure optimization to improve the energy efficiency, to find some realistic conclusions and suggestions.Firstly, combined with a large number of relevant literature, the theory of industrial structure and the influence factors of industrial structure change have carried on the detailed introduction. And at the same time, make the industrial structure optimization subdivided into two dimensions, upgrading and rationalization. Then analysis the different measure methods of two dimensions of industrial structure optimization in the literature. Base on the analysis, choose reasonable indicators to measure and analyze the change of industrial structure and the present situation of our country.Secondly, analysis the change of energy consumption and energy efficiency in China, and then based on the perspective of two dimensions of industry structure optimization to analysis the influence mechanism of industry structure optimization on energy efficiency. Analysis shows that the industrial structure rationalization affect energy efficiency is mainly due to the rational allocation of energy, while the upgrading of industrial structure is more through the ascension of the improvement of technical to promote energy efficiency. And then combined with the dynamic relationship between industry structure and energy efficiency, analysis the benign cycle of the industrial structure optimization and energy efficiency improving relations.Thirdly, select the reasonable relevant indicators to measure the energy efficiency, rationalization of industrial structure and industrial structure upgrading of provinces in china from year1993to2012. Then using the panel regression model to analysis the relationship between the industrial structure optimization and energy efficiency in China. Overall panel regression results show that the energy efficiency from1993to2012in our country is positive correlation between the upgrading of industrial structure, and negative correlation relationship between industrial structure rationalization. Application the panel regression model in different periods, according to the results of regression, there is an inherent characteristic between the industrial structure optimization and energy efficiency in China, high-level industrial structure and industrial structure rationalization for promoting energy efficiency is not stable, rationalization of industrial structure to promote the efficiency of energy has obvious positive influence at present stage. Application the panel regression model in different areas, the result show that the industrial structure optimization affect on energy efficiency in China has some regional differences, rationalization of industrial structure has positive influence on energy efficiency in eastern, central and western, while the direction of high-level industrial structure influence energy efficiency in different regional is not consistent.Finally, using the spatial econometric model to further analysis our country energy efficiency’s spatial correlation, found that the energy efficiency in China exist the positive spatial correlation, the Yangtze river delta region is a high energy efficiency of concentrated area in China, Inner Mongolia province and Gansu province is concentrated area of low energy efficiency, and the energy efficiency of Shaanxi province is the plateau in the western area of our country. The results of correlation test of industrial structure in our country show that there is no space correlation in high-level industrial structure, while the rationalization of industrial structure has significant spatial correlation.
