Research On The Urban Efficiency Of Anhui Province Under The Visual Threshold Of Energy And Environment

As the center of population concentration,politics,economy and culture,The city plays an important role in the regional and national development.Urban efficiency reflects the operation cost of city and the reasonable degree of city development.Urban efficiency plays an important role in the future development of the city.Nevertheless the traditional urban efficiency evaluation does not fit energy and environmental factors into the research framework simultaneously.So this paper improves the traditional evaluation method of urban efficiency,constructs a new evaluation method by considering energy environment and gives a comprehensive evaluation analysis on urban efficiency of Anhui province by taking environmental social willingness to pay and energy consumption level into consideration.Then this paper predicts the urban efficiency of Anhui province based on "twelfth five-year" development planning goals of Anhui province.The results show that:(1)Anhui province social willingness to pay is lower than the national average considering the influence of energy and environment,the main reason is that marginal environmental damage caused by pollutants in Anhui province is lower than the national average;(2)Considering the influence of energy and environment,the efficiency of Anhui cities is higher than the efficiency without considering the impact of environment and energy, mainly benefits from improved scale urban efficiency of Anhui province;(3)After considering the energy and environmental factors, the TFP of the city showed a instable trend of increase or decrease,however, the overall shows upward trend, in which changes in technological progress is the main source of TFP change;(4)This paper predicts the urban efficiency of Anhui province will improve in the following years based on "twelfth five-year" development planning goals of Anhui province.The main reason is the combing effect of pure technical efficiency and scale efficiency.However,there still exists some problems,such as extensive economy, unreasonable investment,low technical level,insufficient technological innovation and weak urban supervision and so on.
