Research On Public Service Platform Construction Of Jinzhou New Area Electronics And Information Industrial Cluster

With China’s reform and open up and the accelerating the process of globalization, many foreigners invest in our country which has promoted the formation and development of a prototype of the eastern coastal areas of industrial clusters. The development of industrial clusters improve economic advantages of industry, on the one hand it can promote innovation of the enterprise in the cluster and increase the sense of competition; on the other hand it can also help to resist the external impact on the industry in the region and develop the market forces. The main purpose of construction of public service platform is that government offers some products and services for SMEs in order to reduce production costs for SMEs, promoting innovation and R&D. Strong support for social service system can promote the development of industrial clusters and public service platform can provide information, technical and financial support for the industry cluster and also it can coordinate the relationship between the cluster members.This paper use survey research, the Jinzhou New Area government was conducted to make a field interview and Tianjin and other cities were visited to do some field research investments. Both of them can be very useful to know the brief situation of the public platform. Comparative analysis and descriptive statistical analysis methods are also used to study the necessity of public service platform construction of Jinzhou New Area electronics and information industrial cluster. By comparing the transverse and longitudinal comparative analysis of the characteristics and shortcomings of Jinzhou’s electronic information industry, and thus leads to the study of public service platform.Formation of public service platform of Jinzhou New Area electronics and information industry cluster is responsive to the needs of development characteristics of emerging industry, the needs of following the international trend of industry, the needs of the regional industrial transformation and upgrading and the needs of following the development of the new layout in Dalian. This paper presents a general scheme on the formation of Jinzhou New Area’s electronic information industry cluster of public service platform, considered in the process of building a public service platform should vigorously support the development of enterprises, increasing the financial support of the government, improve the operation of the mechanism of public service platform, and strengthen training of personnel.
