Less Developed Areas Of The Public Service To Support The Development Of Sme Industrial Clusters

As the most important vector of quick development of the small-medium enterprises, the cluster promotes the development of county economy greatly . In the world, many small-medium enterprise clusters pushed forward the development of county economy greatly, such as the traditional clusters in Italy, the software clusters in Bangalore, and Chinese small and middle sized enterprise clusters in coast land. The phenomenon of small-medium enterprises clusters become the focus concern in research field. Although there are many theoretical outcomes in the academic field, ones in public service of government supporting cluster is not enough.And this thesis wishes to do some contributions to this aspect.The development of clusters, especially in the under-developed areas,needs support from public service of government. In order to deeply research the solution and strategy of public service of government supporting for cluster in the under-developed areas, Heze was chosen as a study case, in which there are many small-medium enterprises and the economy is under-developed.This paper is divided into five parts.The first part is the introduction.In this part,it introduces the background and Meaning of the paper, analyzes the status quo of academic circle at home and abroad, discusses the main research method and framework of the paper, and proposes the ideas and methods of the paper.In Chapter 2, starting with the fundamental theory of the small-medium enterprise cluster and public service of government, it analyzes the theory mechanism of the small-medium enterprise cluster and public service, including the theory of the small-medium enterprise cluster, the public service of government and public service of government supporting cluster.In Chapter 3, it studies the eight representative cases of cluster in Heze, analyzes the characteristics and questions of clusters in Heze, and discusses the base situation and questions of public service of government supporting cluster in Heze.In Chapter 4, it introduces the experience and practice of public service of government supporting cluster at home and abroad. At home, choosing Wenzhou in developed area and Binzhou in Under-developed area, it analyzes the crux in different developing stage of cluster. Choosing India and Italy abroad, it discusses the good practice of the public services of government supporting cluster.In Chapter 5, analyzing the developing fundamental rule of cluster in Heze, it discusses the key public platform and safeguards of public service of government supporting for the small-medium enterprise cluster in Heze.At last, based on the present situation of Heze, this paper puts forward some policy suggestion in public service of government supporting for the small-medium enterprise cluster in Heze. As the main body of public service supplying, using a variety of social resources, enhancing services,Introducing preferential policy, depending on intermediary, and taking market-oriented means, government should build a platform of financing guarantee , sharing Information and technology innovation for cluster's development, to promote the cluster healthy development.This paper includes the following innovations:First,this thesis studies deeply the enabling mechanism of public service of government supporting for the small-medium enterprise cluster, and detailed analysis the promote ways of service platforms supporting for the clusters. Second,this thesis clear the position of government supporting the cluster, the government should base the service and use market-oriented means to provide public products and services for clusters. Third,combining with public service, from the standpoint of under-developed areas,this thesis analyses the ways of building public platform and supply clipper service for the small-medium enterprise cluster in under-developed areas.I hope that this paper can provide some enlightens for the development of public service of government supporting for the small-medium enterprise cluster in Heze.
