It is beneficial to open government procurement market for market economyimprovement as well as optimization of fiscal expenditure management. However, as theconstraints on the behavior of government, the system in developed countries was more than200years, and has formed a strict legal system, but same system in China was developedmuch later, and did not form an effective constraint specification system. In addition, mostChinese enterprises are under government protection for a long time, moreover, it is quitechallenging for native disadvantage industries to face to the totally open governmentprocurement market. This paper is based on the current situation of China’s governmentprocurement, and also includes both the positive and negative effects after we join theGovernment Procurement Agreement.This paper includes seven chapters. The first chapter introduces the whole paper. Thesecond chapter is the development and function of government procurement, includes moredetails about the concept, characteristics and current situation of government procurement.Government Procurement refers to the public sectors, including state organs, social groups, aswell as collective units of various social organizations, using the fiscal funds for the purchaseof goods, labor and services, in order to ensure its normal operation behavior. The thirdchapter describes the main contents and histories of GPA. Non-discrimination, transparencyand special and differential treatment to developing countries are the three basic principles ofGPA, and also analyzes the difference between our national government procurement systemand GPA including legislative front, management mechanism, dispute settlement mechanism.The fourth chapter, moreover, it introduces what we should learn from other developedcountries. The fifth chapter is the core part of the whole paper, mainly using the game theoryand establishing an evaluation index system. The impact to China’s economic development isstudied from both positive and negative side. The sixth chapter gives the feasible suggestionsaccording to joining the GPA. The last chapter is the conclusion of the whole paper.
