| The development and strengthening of Strategic Emerging Industries(SEI)is the national level strategy for developing innovative economy and occupying the commanding heights of technology and industry in the world.Human beings have entered the era of big data,and data are basic resources and productivity.How to promote the development of SEI with the help of data resources is a question worth thinking.The development of SEI has attracted the attention of researchers in many fields.In the field of Library Science and information science,scholars actively participate in the study of providing information resources and information service support system for the development of SEI.Based on this,this study focuses on how to provide data for the development of SEI——from the perspective of basic information resources protection,and pays close attention to the rapid circulation and rapid acquisition of SEI data to promote innovation.Based on the structure model of literature research and empirical analysis,and the paper first clears the urgency,according to SEI data open the necessity and reason,further adopts content analysis method combined with the R language program to determine the SEI data opening content range,through the summary puts forward specific implementation path of promoting SEI data opening.The thesis is divided into three parts and seven chapters.The three parts include:the theoretical research part discusses the theoretical foundation of SEI data opening,the empirical research part discusses the mechanism and scope of SEI data opening——the necessity and feasibility of SEI data opening,and the suggestion part puts forward the implementation path of SEI data opening and one demonstration platform of SEI data opening.The seven chapters include:introduction and summarization,basic concepts and related theories,development status,empirical research on SEI data opening,definition of data open scope,data opening strategy,demonstration platform of SEI data opening,summary and prospect.(1)Introduction and review.This paper reviews the research results of SEI and data opening at home and abroad,and reviews the information security of SEI related to this research.Through the combing of the literature,it is found that the research on the important subject of SEI data opening at home and abroad has just started,which indicates that the research of this subject has an important research value,and novelty and frontier.(2)Basic concepts and some related theories.The connotations and characteristics of SEI and the connotation of data opening are analyzed,and the difference and connection between data opening and information opening are compared.On the basis of the strategic emerging industry data the paper defines the content of the definition,and sums up the strategic emerging industry data to extract the characteristics.By combing the relevant theories,it is found that information resource construction theory,the theory of leading industry selection,enterprise resource theory and open innovation theory are the theoretical basis for the opening of strategic emerging industry data.The results of these theories are summed up:the strategic emerging industries is the leading industry of national economy and social development,in the context of the current open innovation,access to external resources,especially data and knowledge resources,is the strategic development of new industries key.(3)Status quo of data opening in SEI.From the current point of view,the rapid development of foreign strategic emerging industries has formed a strong competitive advantage.China’s strategic emerging industries started not long,but the overall development trend is good,it is to promote China’s economic structure changes,improve the national competitive advantage,and play a decisive role.The data opening,both at home and abroad have a common feature,that is,scientific data opening compared with government data opening is more mature.From the domestic point of view,scientific data opening has formed a certain scale,but the government data opening has just begun.From the practical research and investigation,there are some obstacles and risks of SEI data opening,mainly in:national policy landing slowly,the lack of top-level design,less data,low quality and uneven distribution,data security and privacy threats.(4)Empirical study on the role of data opening in SEI.The subject has the inherent logical relationship between the openness of data and the strategic emerging industries through the investigation and analysis of the policy documents and the practice of data development.Through the design scale,SPSS24.0 and AMOS24.0 were used to analyze the 555 valid questionnaires,and the following assumptions were established:Data opening has a positive effect on the development of strategic emerging industries.Data is absorbed in data opening and strategic Emerging technologies play a positive role in the development of strategic emerging industries.The open innovation strategy has a positive effect on the opening of data.The open innovation strategy has a positive effect on data absorption.Support conditions have a positive effect on data openness,support conditions have a positive effect on data absorption,and support conditions have the moderating effect on data opening positively to SEI.(5)Identification of range data for strategic emerging industries.Based on the above research,the paper further analyzes the classification of strategic emerging industries and the requirements for data liberalization.Using the crawler software of R language to crawl the national research network strategic emerging industry database of more than sixteen thousand items of news,with the aid of statistical analysis softwares Ucinet6.0 and Netdraw,through the keywords contained in the articales to analyze,extract the core areas of data opening content.(6)Data opening path towards SEI.The paper puts forward some suggestions on how to promote the data opening of strategic emerging industries.The main contents are as follows:Clear guidance idea and basic principles of data opening;clear and open data standards;construction of unified data management system and open cooperation mechanism;establish appropriate data open service system and business model;key technology breakthrough;select suitable data open platform;related policies and systems;insight into the data opening to improve the assessment;the index and the prospect.The data opening of strategic emerging industries plays an active role in industrial development.There is little research and practice in this field.Therefore,the results of this study are bound to have some limitations,and many problems need to be further explored and corrected. |
