| In today’s world, new technologies and new industries is growing rapidly and ispregnant with a new round of industrial revolution, the emerging industry is becomingan important force for leading the future economic and social development, it’sbecoming a significant role in promoting economic and social development. To theinternational financial crisis in2008, technology and innovation to promote economicand social development has become an irreversible way, so that the urgent needs of thedevelopment of strategic emerging industries mentioned above countries in theinternational development strategy agenda. In the increasingly fierce internationalcompetition and global challenges of an increasingly difficult context, China must beon a strategic level, use of global thinking making a scientific judgment on futurechanges and trends in demand for technology to make a scientific judgment, focusingon fostering the development of strategic emerging industries, accelerate form the coretechnology of China’s economic and social development, promote industrial upgrading.Jilin Province "12th Five Year Plan" clearly stated Jilin to actively cultivate anddevelop strategic new industries. At present, Changchun has not yet fullyformed strategic new industry cluster development trend, but has a good basis for thedevelopment and advantages to promote strategic emerging industry cluster.This paperues industry concentration, location entropyand and eregional development clusterentropy index strategy to evaluate the agglomeration level of Changchun emergingindustries, and put forward the development of measures of strategic emergingindustries in order to promote a new round of economic development in ChangchunCity.This paper is divided into four parts, a total of six chapters, the specific structure isas follows:The first part of this article is the introduction (Chapter I), introduces the researchbackground, purpose and significance, research status, research methods, research andinnovation. The second part is the theory summary of this article(Chapter II, III), the mainmeanings of strategic emerging industries elaborated, pointed out the strategicemerging industries means different from the traditional industries, living in a strategicposition in the national economy, to economic and social development and nationalsecurity have a significant far-reaching implications, may become a national industryand the region’s future economic development pillar. Its main feature is a strategiccountry, knowledge and technology-intensive, demand-led nature, breakthrough,innovation-driven, guiding and radiation resistance and dynamic. Subsequentlyanalyzed and proposed industrial agglomeration is the main form of strategicdevelopment of new industries.
