Due to the rapid changes of climate environment in recent years, excessiveburning of fossil fuels and the adverse impact on people’s life and work,thegovernment more and more emphasis the management and protection of the climateenvironment. In many pollutants, carbon emission is the most serious aspect. So Ifocus on two measures to reduce carbon emissions:impose carbon taxes and carbonemissions trading system.In order to understand these two measures, author firstly analysis the theoreticalbasis of carbon tax and carbon trading system. This article focuses on the currentsituation, problems and countermeasure of Chinese carbon tax and carbon tradingsystem. In theory, the author thinks that mechanism of carbon tax revenue should beset, and expected the implementation of a carbon tax by CGE model; and for carbontrading system, the author analyzes the development of carbon trading, and introducethe current seven provinces of the pilot carbon trading case. By analyzing these basicconditions, the author found that the carbon tax focus on the price level of carbonemissions, and carbon trading focus on quantity level of carbon emissions, to someextent, they are complementary, the government could create complex policies topromote the conservation.Finally, by the results of the comparative of two measures, the author putsforward some policy suggestions: for the carbon tax, it should establish a scientific andrational tax system, make a reasonable tax rate, and so on.; for the carbon tradingsystem, it should promote further to establish a unified national carbon trading market,and improve laws and regulations, facilitate information sharing, and so on.,Inaddition,from a long-term perspective, the two policies in response to changes in cost,adaptability and regulatory aspects all have advantages and disadvantages, they are complementary and should take appropriate measures against carbon emissions as wellas economic development in different regions of China or the compound policycombination of the two measures, so that to encourage the carbon tax and carbontrading system to play a bigger role and achieve greater value.
