China is in the middle stage of industrialization, heavy chemical industrycharacteristics is obvious. A long time which means that China will inevitably haveto consume a lot of resources and energy. China’s carbon emissions have beenhighest in the world, but also continue to rise. Positive reduction of developedcountries in the world environment, developing countries should be exempt fromlong-term reduction, the responsibility of emission limitation is not reality does notconform to the historical trend.As a responsible big country, China must play apositive role in global development issues. As a responsible big country, China mustplay a positive role in global development issues.In addition, under internationalpressure, the development of low-carbon economy, the implementation of carbonreduction is inevitable.The climate problem has been widespread concern in the international energydepletion leads to increased emissions of carbon dioxide is the main reason forclimate variation, thereby reducing carbon dioxide emissions is urgently needed toresolve the issue. This article provides an overview of the carbon emissions tradingsystem and a carbon tax system theory and practice in the international comparativeanalysis of the advantages and disadvantages of a carbon emissions trading systemand carbon tax system, and then combined with the status quo of carbon emissionsand carbon reduction in Chinaanalysis of the applicability of the system of carbontaxes and carbon trading system in China. Chinese export-oriented country,introduced in the analysis of the two systems on international trade, through acomparative analysis, and finally conclude that the two abatement mechanism, infact, not divided strictly up and down the pros and cons toselect the appropriateemission reduction according to the specific national circumstances. The existingnational response to climate change emission reduction measures including a carbontax, regulatory instruments, pollution charges, as well as carbon emissions trading. Inemission reduction early stage of China’s national conditions, the integrated use of two kinds of emission reduction mechanisms, learn from each other to achievepollution control, abatement, the real development of the ambitious goal of greenGDP.China as a developing country,,making the economy continues to grow rapidly,people’s living standards continue to improve, we must continue to grow the demandfor energy, carbon dioxide and other greenhouse gas emissions will continue toimprove. China’s economic development based on export-oriented economic growthis export-led growth, low-carbon economic development of China’s exports shouldnot be overlooked. In the wave of the world carbon emissions, China is inevitable toplay a positive role in positive emission reduction, but not to stop their developmentat the cost, nationally appropriate reduction in the energy saving process isthecurrent research issues.
