As the Party Central Committee and the State Council has always attached great importance to the development and reform of public institutions, the new government is even more so, the reform of public institutions are being carried on stable and orderly. The special equipment inspection work has entered a critical period of transformation and development, being transformed into companies would be an inevitable choice for the special inspection industry. The special inspection industry will step to the market after the restructuring, without of the administrative protection. Consequently, human resources, as the core resources of enterprises, will become more and more important. While, the training work is an important way to raise the human capital value and improve the organization efficiency of enterprises. From the perspective of Competency and combined with the training status of Chinese Special Equipment Inspection and Research Institute (CSEI), this paper has found out the existing training problems, analyzed the causation and put forward the measures of competency of the CSEI key staff, based on the methods of literature study, questionnaire survey and empirical analysis.There were five parts in this paper. The first part was introduction, which introduced the background and the purpose of the study as while as the ideas and methods used. The second part was theoretical research and literature review, which summarized and analyzed the development of competency and training theory and the current research status at home and abroad. The third part was the introduction of CSEI and its current training status. In this part, the thesis introduced the current research status of the problems existed in key staff and analyzed the reasons that the problems generated. The fourth part analyzed what the training needs. In this part, the thesis extracted the competency elements of key staff of CSEI, and analyzed the questionnaire about competency and training status. The fifth part analyzed the rationality and necessity for the training of key staff of CSEI which was based on competency. It also put forward the strategies based on competency, which covered the whole process of the training, such as the analysis of the training needs, the plan of the training, the implementation and evaluation of the training, etc. The training model based on competency can guarantee the coherence of the training objective and the strategic goal, it also makes the employees feel more sense of fairness and arouse the enthusiasm and initiative of organization, managers, employees and others involved in the training by promoting the human-post matching optimization. All above characteristics is essential to improve training efficiency and achieve business value.
