Research On Shareholding Cooperation Mode Of Transportation Infrastructure Construction In China

ABSTRACT:Recent years, BOT and BT projects mode has been widely applied in infr astructure construction field in China by different level of governments. Meanwhile, wit h the increasing scale of projects, since year2011, some of the local governments start to use the state compensation fund as short term loan for long term investment. Through the BOT and BT financing mode, innumerable projects are issued by the local governments within quite a short time, causing a lot of debts by lost control of the investment. To effectively solve this problem, Central government require most of the state-owned company stop operate the BOT, BT or any other projects which need full fund investment by enterprises.In this thesis, based on the current domestic market situation, author firstly made a discussion about expressway project financing mode, including introduction of the project financing and shareholding cooperation theory. Meanwhile induct and analysis the difference between the construction mode which under the government and enterprise Shareholding cooperation and other modes. Furthermore author detailed analyzed the suitability and feasibility of construction mode under shareholding cooperation in real project. Also clarified the key points for application. Lastly, author used the real project example to verify the feasibility of mode.This thesis proves that the cooperation between enterprises and local government by innovative applying the mode of shareholding investment mode in transportation construction flied could raise an available solution to the infrastructure marketing exploration difficulties, especially for the funds and management problem. Simultaneously, through this cooperation mode, it also established a long-term cooperation mechanism between public and private which could effectively import folk funds to the infrastructure industry. This cooperation mode application also became an effective measure for governments to absorb the enterprises capital and fulfill the shortage of the municipal infrastructure construction investment.
