Analysis On The PPP Financing Problems Of The Transportation Infrastructure Construction Project In Hebei Province

In recent years, under the promoting of State Ministry of finance, the National Development and Reform Commission vigorously, the PPP financing mode in the infrastructure field has been widely used. Under the background of traffic integration of Beijing, Tianjin and Hebei, the transportation infrastructure construction in Hebei Province become key areas in the future for a period of time need to overcome. Through the introduction of PPP financing model, Hebei Province not only can use idle funds effectively, solve the problem of the shortage of funds, but also can promote the transformation of government functions, improve the efficiency of the government. All of these are conducive to the development of Beijing, Tianjin and traffic integration and economic growth.Beijing metro line four is a classic case of China’s successful use of PPP model to support the construction of traffic infrastructure. This paper not only combines the relevant theories of the PPP mode briefly but also analyses its project operation deeply, and then summarizes the deficiencies and the successful experience. It hopes to get the related thinking of the PPP mode support the traffic infrastructure construction in Hebei Province, in order to promote the ues of PPP mode in the construction of infrastructure facilities in Hebei Province.This paper is divided into five parts. The first chapter is the introduction, which explains the research background of this paper, summarizes the research status at home and abroad, and reviews the research purpose, significance, innovation points and deficiencies. The second chapter mainly combed the related concepts of this paper, and laid the foundation for further analysis. The third chapter mainly discusses the demand and supply analysis of the PPP financing of the transportation infrastructure construction in Hebei Province: after a brief analysis of the PPP projects in Hebei Province Transportation Infrastructure, this chapter analysis the supply and demand of PPP financing in Hebei Province transportation infrastructure construction, and then points out the difficulties of PPP financing pattern in Hebei Province traffic infrastructure construction projects, which for the following analysis of Beijing metro line four PPP project to pave the way. In the fourth chapter, the PPP project of Beijing metro line four is analyzed in detail: after analyzing the project, this part summarize the problems and success factors in the PPP project implementation, which lay the foundation for the next part. The fifth chapter mainly made a thinking for the PPP project operation of transportation infrastructure in Hebei Province,which based on the operation experience of PPP project of Beijing metro line four.
