The concept of smart city, which aimed at perfecting urban functions and promoting urban development, leads to a worldwide boom of smart city construction. Smart city is regarded as the direction of the city construction in China. Under the guidance of the government, many districts and counties are chosen as the pilots of smart city construction, but some of them hit some problems, such as the mismatch between the construction details and urban demand, repeated construction, information islands etc.In the absence of deep understanding of smart city, the scheme for some cities are in short of pertinence, and that is seriously affecting the proficiency of smart city construction. Aiming at this problem, this paper composes a method of fuzzy matching for the choosing of smart city construction scheme based on the city data, and supports the resolution for city development.Firstly, this paper elaborates the theory, stratagem, and "12345" mode of smart city systematically, and divide the contents of smart city construction into levels based on the probably urban demand. Secondly, defines the level of urban demand of wisdom reforming, and determine the impact factors of it by using DPSIR. Thirdly, computes the levels by entropy weight theory, G1theory, and fuzzy matching theory. At last, based on both demand level and construction level, decides the suggested scheme by fuzzy choosing.This paper checks the research achievement by Hangzhou, and receives satisfactory result, and puts forward the smart city construction scheme for Hangzhou, which is proved suitable for the city.
