The Research On Agricultural Subsidy Policy And Its Effectiveness Of Lusong District Zhuzhou City

At present, economic structure of China transformation, non-agricultural industry, to become the new economic development decisive force. This stage, agriculture is weak, risk, low income leads to the agricultural workers dropped, planting area of atrophy, development of a series of problems such as lack of sustainability, the government policy of agricultural subsidies to support agriculture needs. Lusong district Zhuzhou city as an epitome of the agricultural development China, issued a series of agricultural support policies, and achieved certain results, but there are many problems, the urgent requirement to adjust the current agricultural subsidy policy under the guidance of the theory in a certain. From the theoretical research, mainly is the macro level, the district agricultural subsidy policy reform reference.Based on this, this paper use the research methods of literature retrieval, data collection, theoretical analysis and empirical analysis combined with the micro level, the district agricultural subsidy policy as the research object, it has strong theoretical and practical significance for the reform of agricultural subsidy policy Lusong district and improving agriculture subsidy system in china.This article first introduces the actuality of the research on agricultural subsidies, and domestic and foreign agricultural subsidy policy has carried on comparative analysis. On this basis, the specific policy on-agricultural subsidies and:the effectiveness of Lusong^District, the role and functions of the limitations, finally points out that the current agricultural subsidy policy, and puts forward relevant policy suggestions under the guidance of the relevant theory. The article thinks, Lusong district agricultural subsidy policy to enhance the anti risk ability of local agriculture, increase the income of farmers, farmers’ enthusiasm for production, has the positive significance to promote the local agricultural industrial structure adjustment, but there are still a series of problems, need to be adjusted from many aspects. Specifically:frist to adjust agricultural subsidies as a general objective to formulate a reasonable, clear agricultural subsidy policy reform direction; two to strengthen the construction of legislation of agricultural subsidy policy of agricultural subsidies, guarantee law; three to adjust the structure of agricultural subsidies, increase the focus areas of subsidies; four to improve the overall the level of agricultural subsidies, give full play to the "green box" and "yellow box" policy; fifth, reform of agricultural subsidies, improve the efficiency of agricultural subsidies; six to establish the system of agricultural subsidies and insurance, improving agriculture subsidy mechanism, promote the development of agriculture.
