Enter the new century, China’s population exceed1.3billion, by2050, China’s population will reach1.6billion. As the population growth, urbanization process is accelerated, the world’s most populous country, food security is an important part of national security and basic subject.Marketization of the public goods attribute determines that rely on food security in the difficult to well solve the problem of food security, so common around the world to safeguard food security as an important government functions, improve the national finance support agriculture policy can promote the country’s food security. This thesis is divided into six parts:the first chapter is the introduction, mainly elaborated the significance of food security, review of related research at home and abroad, this article USES the research methods and research purpose and the possible innovation and deficiency. The second chapter, the main food, food security, food security goals are given related concept definition, at the same time from the public goods theory, market failure theory, elastic theory, rational choice theory, public finance theory, theory of multiplier effect from six aspects discusses the theoretical basis of this article. The third chapter, mainly discusses the current national food security of the results and existing problems of fiscal policy. The fourth chapter, this paper discusses mainly the HuNan food industry development present situation, the existing guarantee of food security policy of HuNan province, the existing problems and LiLing city agricultural industry development situation of research. The fifth chapter mainly borrowed from the United States, the European Union, Japan, India and other countries and regions advanced experience. The sixth chapter, mainly discusses the fiscal policy of our country’s food security guidelines, principles and the system construction of the guarantee food security.
