Study On Fiscal System Of Promoting Food Safety

Hunger breeds discontent, food safety issues related to our country and the world of human survival and development. Whether in history or on the reality of today or the distant future, food security is the foundational national issues.Fiscal policy is to protect a country's food security, an important component. This paper is divided into five parts: the first chapter Introduction to explain the significance of the study of food security, to clarify the concept of food security, discusses the hierarchy of food security, food security systems, food security index system and China's food safety system assessment. Chapter II, from the positive externalities, public goods, market regulation as "failure" discusses the three aspects of the theoretical basis of food security. The third chapter describes the food security of the international and domestic situation and existing problems. The fourth chapter, drawing on the foreign developed countries, food security and taxation support system. Lastly, China's actual conditions put forward to ensure national food security, fiscal security policy recommendations.This suggested that integration of financial funds for supporting agriculture and timely appropriate adjustment of agricultural support policy objectives and methods; increase financial input and support to rural infrastructure construction; increase the total amount of Green Box support for agriculture, adjusting the green box support agriculture structure; good use of make full use of amber box measures, and improve the policy of price controls.
