Along the development of China’s economic and quality of people’s life, as high nutritional value, low in fat, green, natural, etc, fruits and vegetables produce become an essential part of everyday life. But quality and safety issues are also frequent, while the rapid growth of sales. Quality and safety of agricultural products is closely related to each link of the distribution process, any link problems will lead to fruit and vegetable product quality and safety problems occur. Therefore, in order to accurately evaluate the safety and quality of fruits and vegetables, we must grasp all the aspects from production to sales, and establish a scientific evaluation system and select the correct evaluation.Under the premise of situation analysis of quality and safety of domestic and foreign fruits and vegetables, according to the quality and safety of agricultural fruits and vegetables, fruit and vegetable produce logistics theory, we summed up the development model of China’s fruit and vegetable produce logistics. According to fruit and vegetable produce logistics model, its distribution process is divided into four links, namely, planting links, processing and packaging links, transportation links and sales links, through the analysis of current situation of China’s fruit and vegetable quality and safety, we identify a number of factors that may affect the safety and quality of fruit and vegetable products. On the basis of in reference to a large number of documents, according cold chain logistics, GAP and HACCP safety requirements for the quality of fruits and vegetables, it proposed evaluation of quality and safety of fruits and vegetables, including a total of four first level indicators and twenty-two second level indicators. In order to make the results of evaluate a little more universal and meaning, in the creation and selection index system, convert it to questionnaire for the study of fruits and vegetables produce quality and safety. We paid different questionnaires to farmers, middlemen and consumers respectively through the network. After the questionnaires were collected, we verify the credibility and effectiveness of the index system, using statistical software SPSS16.0for reliability test, validity and factor analysis of the qualification questionnaires. At the same time, it uses principal component analysis to determine the weight of each index in evaluation system, and reveals the extent of the impact of each factor on the quality and safety of fruits and vegetables. Based on the above analysis, a set of evaluation system is built, four links of fruits and vegetables as the main influencing factors including cultivation, packaging, storage and transportation and sale.In the selection model evaluation methods, to the problem of the assess of the fruits and vegetables quality and safety, including less data, some indicators are difficult to quantify, in order to make the evaluation results can reflect the actual situation of the quality and safety of fruits and vegetables more accurately and objectively, we established a fruit and vegetable quality and safety evaluation model based on gray evaluation theory. This model is different from the traditional quality and safety evaluation model, which not only reflects the general characteristics of the evaluation of the quality of agricultural products, characteristics of fruits and vegetables agricultural products are combined with it, and have some reference value for evaluating the quality and safety of fruits and vegetables. And we make an empirical analysis to Fenghua peaches with the model, and proposed a series of measures to protect the quality and safety of fruit and vegetable to the results of the evaluation.
