The commercialization stage is the necessary stage for the development of the emerging technology. Only by commercial measures can a bridge connecting technological development, economic development and social development be set up and the transformation from science technology in the form of knowledge into productivity in the form of material appears in front of the world, which will create social value. For the public research institutions established by nation or government, the commercialization stage is also indispensable. The commercial ability is vital in the process of realizing technology commercialization, which directly have an effect on the speed of technology commercialization, the width of technology, the scope of the market expanded, the market demand created and so on. Therefore, the study on the effect factors of technological achievements commercialization ability will provide some valuable references to some extent for the smooth implementation of the new technology commercialization of public scientific research institutions.In this paper, on the basis of the existing theory of technology commercialization ability research, the new technical achievement commercialization ability theoretical model and research hypothesis have been put forward. We have chosen the external environment and internal system structure factors of public research institutions as the independent variables, and the technology commercialization ability as the dependent variables, to design the questionnaire. The respondents are targeted at the people who work in Chinese academy of sciences distributed throughout the country. Based on the questionnaire, we have performed descriptive statistical analysis, pearson correlation analysis and multiple regression analysis on173valid questionnaire survey date recycled using statistical analysis software SPSS17.0. While the research hypothesis have been tested, the effects of six factors containing policy and law, social environment, marker and user, technical characteristics, research and development ability, and commercial point selection in the process of emerging technology achievements commercialization on commercialization ability have been revealed.According to the empirical study, it has been shown that there is a positive correlation between the commercialization ability of public research institutions and its external environment factors (namely, policy and law, social environment, market and user), its internal system structure factors (namely, technology, research and development ability, commercial point selection). On the base of regression analysis, technology,research and development ability and commercial point selection have a strong prediction effect. The results from this study have not only improved theoretically the study on the relation between the public research institutions internal and external environment factors and technology commercialization ability, but also provided the useful enlightenment for public research institutions to promote their own commercialization ability practically.
