Local commercial banks are formed mostly from the original rural credit cooperatives and local financial departments. As part of the structure of China’s banking industry in the financial system, Local commercial banks have played a very good role in improving the development of regional economy and financial service system of our country for a long period. The development of the Local bank is closely related to the development of local economic. In the post financial crisis times, the international situation is still severe. The economic situation in our country is facing a major transition adjustment. Opportunities and challenges confronting Local commercial banks will exist for a long time in the situation which the economic and financial system reform are implemented. In order to cooperate with the country’s transformation of economic and the rise of the country, how local commercial banks can realize the transformation of development of itself, at the same time, is worth thinking.Through the strategic management and management theory, the analysis and research to the development strategy of local commercial bank-the Bank of Ganzhou has been carried on in this paper. The macro environment of the banking industry is analyzed firstly, and the pressure which Ganzhou banks faced has been studied using the Potter five competitive forces model. Then, the advantages,the disadvantages, opportunity,threat and the existence of the Bank of Ganzhou has been clear about through the analysis to the basic financial data and SWOT of the Bank of Ganzhou. A cross regional bank strategic based on the local community through services to small and medium enterprises, the implementation of diversity, the characteristics of the business services is found. Finally, it gives a full range of analysis on how to implement the development strategy of the Bank of Ganzhou, from the aspects of management, personnel, business structure, technological innovation and brand building. Based on above description, the Bank of Ganzhou which is one of the typical local commercial bank should adhere to the medium and small service enterprises, household and be effort to increase small micro market. A harmonious sustainable development road should be gradually formed through developing and expanding characteristic and differentiated services based on local. In the specific implementation of the strategy, the Bank of Ganzhou should continue to strengthen management to risk, strengthen the exploitation to human resources, and actively expand the marketing means. The final rise of the Bank of Ganzhou’s in a particular area will realized through constant innovation, strengthen of the information system establishment, a positive corporate culture creation and a good corporate image’s establish.
