The JH High Speed Railway Construction Company Financing Project Research

High-speed rail is an important component of the public infrastructure. Its development has become the measure of a country’s economics.Conventional rail system has become a bottleneck restricting China’s economy. In view of this situation, our government plan to build 40,000 kilometers high-speed railway,which accounting for one third of the whole railway system, in the “12th Five Year Plan”. Construction period of high-speed railway project is relatively long and it takes a lot of money. While relying solely on the state financial expenditure is not enough, so finding reasonable financing options becomes urgent matter in our high-speed railway construction.Based on the background, we hope to provide a reference opinion after researching financing case of the Beijing-Shanghai high-speed railway. Firstly, this paper studies the history of high-speed railway financing in developed countries and we find their common. We believe this conclusion will help to complete our high-speed railway financing project. Then we raise the three problems about the Beijing-Shanghai high-speed railway financing project:non-public capital subject to discriminatory treatment, financing managements are in arrears and railway companies have not the market financing qualifications. Finally, we carry out a financial perspective and societal perspective about the Beijing-Shanghai high-speed railway financing case and propose four measures:(1)multiple channels to raise funds for construction, as the central financial funds.(2) the gradual opening of the railway ownership and management rights to local and social capital;(3) continue to improve railway tariffs mechanism, adhere to market-oriented reform;This paper aims to further research on the high-speed railroad financing case, the development of the future financing of railway construction to provide a theoretical and practical reference.
