To build first-class organization must forge its first-class culture. It is more and more important for culture of enterprises to boost the entire quality, improve business performance, enhance core competitiveness, promote everlasting development and that sort of things. As a state-owned institution with 50 years of development, Shandong Provincial Bureau of Geology & Mineral Resources(SDGM) has experienced its historical evolution from central industry management to local administration, the identity change from government agency to state-owned institution,and then to an institution with enterprise-style management while the organizational system transferred from macro to micro. Accordingly, the culture of SDGM converts from industry weak culture with long-term governmental management to strong culture with richer team personality.The development of Shandong Provincial Bureau of Geology & Mineral Resources indicates that the rise and fall of Shandong Geological Culture(SDGC) is closely linked with the economic development of geological and mineral resources. Cultural reconstruction is not only one part of transformation of enterprises development, but also one way and method for enterprises to accomplish transformation. On the basis of corporate culture management theory combining with the practice of “Geological Culture” program, this paper endeavors to do research on the reconstruction and application of SDGC by way of example of cases, making “culture reconstruction” towards SDGC, coming up with implementation plans and thoughts for SDGC from the perspective of practice and innovation in order to make the Bureau much more powerful, competitive in the future.Firstly, the paper systemically collects, analyzes, evaluates and concludes the history and current situation of SDGM’s development. In the past 50 years, the Bureau experienced such three different development stages as hard-working initiation period, transitional period and resurging period, and then the paper summarizes the cultural features and analyses the forming causes. Through the analysis of spirit section, institutional section, superficial section and social section, some fine tradition, bad tradition, and further upgrading cultural elements newly injected in the culture are discovered in the paper.Secondly, the paper proposes the geology-culture-system frame of SDGM to shape a classic example for culture construction of geological institutions in the country. Based on inheriting excellent cultural tradition, grasping the distinctive features of the times and with an eye to future advance, the paper refines and sublimates excellent cultural factors of SDGM; promotes its scientific development, standardization, textualization, individuation in terms of organizational mission, vision, core value, strategy, operation principle, management ideas, spiritual style, cultural character, geology & mineral resources image, etc. in order to provide distinctive and effective advanced culture for creating first-class provincial bureau.Thirdly, the paper systematically interprets practice and exploration of Shandong Geological Culture; emphatically summarizes and analyzes introduction and carrier of Shandong Geological Culture, extending and spreading of Shandong Geological Culture, planning and outlines of Shandong Geological Culture.Fourthly, the paper researches on application for the reconstruction of Shandong Geological Culture, including the feasibility implementation methods and ways, promoting Shandong Resources Construction strategy to accelerate the development of geological industry of the whole province. The paper emphatically studies the role of “culture” management which can be called “an invisible hand” in promoting the quality of the staff, the business performance, the image, the core competitiveness of institutions, the basic role of human resources development, and the management role of SDGC and building brands. Through practicing SDGC ‘s reconstruction program, the paper discusses significance and enlightenment in theory. The paper explores the general paradigm of culture-first and process assurance in the reform of institutions by means of application of enterprise culture theory to SDGC transformation, which will give some inspiration and thinking to reform of government-affiliated institutions across the province and the country.
